If you're not already using it, you should check out the army builder on Infinity the game
The Army Builder comes up in Spanish by default. Click on the flag of Spain in the upper left of the screen to get a drop down of language options.
The army builder has all the faction options including regional and sectorial army lists. The main drawback to the site is that it doesn't have any other instructions, but if you start clicking on things you can figure out how it works fairly quickly.
It doesn't have mouse-over text explaining what a button does or what an icon is, but if you click on things it will either make a pop-up chart with stats or open a page to a wiki that has the rules for what you clicked on.
