I just saw this on Beasts of War.

This is all pre-colored terrain from Plastcraft. I think any of the crews could play here. Maybe the circus is run by the Neverborn or the Arcanists. Maybe there are Ten Thunders or Outcasts working behind the scenes profiting from the performances. The Gremlins might be there to watch the show and "be helpful" in any way they can. And then the Guild can show up hunting troublemakers and lawbreakers.
